As of today Twitter users in North and South Korea can view Twitter.com, the mobile site and the iPhone and Android apps in Korean characters.

Twitter co-founder Evan Williams, who is apparently in South Korean capital Seoul, celebrated the milestone with the above tweet, which translated means "Twitter is a real-time global information network."

Korean is the seventh international language Twitter now supports joining English, French, German, Italian, Japanese and Spanish. Twitter says it hopes to support more languages by the end of the year, which makes sense as 70% of its user base is international.

Digital marketing startup HubSpot is close to closing a new round of financing, we've confirmed, that may put a valuation on the company in the $200 million range. Google Ventures is likely to invest, we've heard from multiple sources. And Sequoia Capital, which has recently shown an increased willingness to invest in later stage funding rounds, is rumored to be interested in the company as well.

The company last raised capital – a $16 million round led by Scale Venture Partners – in late 2009. They've raised a total of $33.5 million to date.

Apple’s Cook On iPad/Mac Relationship: “If This Is Cannibalization, It Feels Pretty Good.”

During the earnings call following Apple's blockbuster Q1 2011 results, a questions was asked about Apple's Mac business as it relates to the iPad business. The iPad business, after all, is growing much faster (and just overtook the Apple portable computer business in terms of revenue). So is it affecting the Mac business by eating into it?

"Was there any cannibalization? Honestly, I don't know for sure. But yes, I think there is some cannibalization," Apple COO Tim Cook (who is the acting head of Apple while Steve Jobs is on medical leave) said in response. This echoes the thoughts Jobs had last quarter when asked the same basic question. "The iPad is clearly going to affect notebook computers," Jobs said at the time.

But Cook also said that he thought there was a "halo effect" as well. That is, just as is thought to have happened with the iPod and the iPhone, certain Apple products are helping the company sell other products. So Cook believes that while the iPad may be eating into some of the would-be Mac sales, it's also fueling other new Mac sales.

He also noted that it's likely that the iPad is not only cannibalizing Mac sales, but also sales for the larger PC industry. Cook pointed out that Apple still has a relatively small share of the overall market. "So the other guys lose a lot more," he noted.

He said that internally, Apple doesn't worry about cannibalization or even think about it. "The iPad team works on making their product the best. Same with the Mac team. Both teams think they can continue to grow," he said.

"If this is cannibalization, it feels pretty good," he quipped.

Apple’s iPad Business Now Bigger Than MacBook Business. Next Up: Entire Mac Business

Apple had a lot of big numbers to share during their Q1 2011 earnings today. And while the biggest unsurprisingly belonged to the iPhone, the iPad numbers are also very, very impressive. How impressive? The iPad business is already a bigger business than Apple's portable computer business. That includes MacBooks, MacBook Pros, and MacBook Airs. And it's within spitting distance of surpassing Apple's entire Mac business in terms of revenue.

Last quarter, Apple sold 7.33 million iPads. Broken down, they made just over $4.6 billion off of the product for the quarter. That puts it ahead of the $3.69 billion the MacBook business made for Apple during the same time frame.

The iPad actually started outselling Macs right out of the gates terms of actual units. But the higher price points of Macs ensured that they maintained an edged in revenues. But the iPad was able to surge past the MacBooks in that category thanks to a huge spike in sales, while the MacBooks rose much less dramatically.

But perhaps even more impressive is that the iPad is already closing in on Apple's total Mac business. The portable plus desktop (iMac, Mac mini, Mac Pro, and Xserver) totaled $5.43 billion in revenue last quarter. So the iPad just needs another $800 or so million to surpass it. That will happen at some point this year. Perhaps even next quarter depending on when the iPad 2 is unveiled.

In total, Apple has now sold 14.8 million iPads since the device's launch last April.

Apple COO Tim Cook Dismisses Android Tablets As “Bizarre”

Apple's iPad is a hit. The company sold 7.3 million iPads in the December quarter of 2010, a 75 percent increase from the previous quarter. But judging from all the Android tablets announced at CES, it is about to face an onslaught of competition. So far, though, Apple COO Tim Cook has "no concerns" with the tablets that are out there today, and goes so far to call current Android tablets "bizarre." On today's Apple earnings call, Cook characterized the competition as falling into two buckets: Windows-based tablets, which are "big, heavy and expensive" and suffer from "weak battery life," and current Android tablets, which are "scaled-up" smart phones.

Here is his response to the question, based on MG's notes:

Q: What about iPad competitors?

TC: There's not much out there as you know. There are two kinds of groups today (in the market) — the ones using a Windows-based operating system. They're big, heavy and expensive. Weak battery life. Need keyboard or stylus. From our point of view, customers aren't interested in that.

Then you have the Android tablets. The variety shipping today, the OS wasn't designed for a tablet — but Google said this. So you wind up having the size of a tablet that's less than reasonable. Or one that's not even a real tablet experience. It's a "scaled-up smartphone" – that's a bizarre product in our view. Those are what is shipping today. If you do a side-by-side with an iPad, some enormous percentage are going to pick the iPad. We have no concern there.

In terms of next generation. There's nothing shipping yet. So I don't know. "Today they're vapor." However, we're not sitting still. We have a huge first-mover advantage. And a huge user advantage from iTunes to the App Store. Huge number of apps and an ecosystem. We're very confident entering into a fight with anyone.

He thinks Apple is just scratching the surface in terms of fulfilling demand for tablet computing. He notes that there is interest across the gamut from consumers to enterprises.

Adobe Buys Behavioral Data Management Platform DemDex

Adobe just announced a big acquisition today; buying behavioral data bank DemDex. Terms of the deal were not disclosed in the release.

Demdex, which launched in 2009, captures behavioral data on behalf of Websites and advertisers and stores it in a "behavioral data bank." The company then score each user across more than 40 behavioral and demographic variables to come up with a "traitweight," which helps websites segment their audiences better and advertisers target their messages more exactly.

The beauty of DemDex is that it makes the behavioral data portable and puts it in the control of the Websites and advertisers themselves. They can plug it into whichever ad server or service they are currently using.

DemDex's technology will be added to Adobe's Online Marketing Suite, which is powered by Adobe-acquired Omniture. Of course, Adobe is looking to grab hold of a the $109 billion online ad market by offering ad optimization via its marketing suite. Of course, it should be noted that the data DemDex collects is based on anonymous cookie IDs and consumers can opt out of receiving targeted ads.


DemDex, which is based in New York, has raised $7.5 million in funding.

IBM Beats The Street; Posts Record Revenue Of $29B, Net Income Up 9 Percent

IBM released strong fourth quarter earnings today, posting record revenue of $29 billion, up 7 percent from the fourth quarter in 2009, and surpassing analyst expectations. EPS were $4.18, up 16 percent; an increase of 16 percent from the same quarter in 2009.

Big Blue also posted record net income in the fourth quarter, $5.3 billion, compared with $4.8 billion in the fourth quarter of 2009, up 9 percent. Net income for the year came in at $14.8 billion compared with $13.4 billion in 2009, an increase of 10 percent. Diluted earnings were $11.52 per share compared with $10.01 per diluted share in 2009, an increase of 15 percent. Revenues for 2010 totaled $99.9 billion, an increase of 4 percent (3 percent, adjusting for currency), compared with $95.8 billion in 2009.

IBM's CEO Samuel J. Palmisano said in a statement: "We completed an outstanding year, with record profit and free cash flow, and exceeded the high end of our 2010 earnings per share roadmap objective…We also capped a decade in which our shift to high-value businesses, our global integration of IBM, our investment in research and development of almost $60 billion and our acquisition of 116 companies have helped us to nearly triple our EPS and return more than $100 billion to shareholders."

Revenues from the Software segment were $7 billion, an increase of 7 percent (8 percent, adjusting for currency) and revenues from from the Hardware Systems and Technology segment totaled $6.3 billion for the quarter, up 21 percent (22 percent, adjusting for currency) from the fourth quarter of 2009.

IBM ended the fourth-quarter of 2010 with $11.7 billion of cash on hand, which is a little bit more than the $11.1 billion leftover in third -quarter earnings. IBM's acquisition spree tapered off in the fourth quarter but Big Blue bought a number of companies earlier in the year, including Initiate Systems, Cast Iron Systems, Sterling Commerce, Coremetrics, BigFix, Datacap, Unica, OpenPages, Netezza and most recently, Blade Network Technology for $400 million.

Apple has had a rough couple of days. Yesterday, CEO Steve Jobs announced a medical leave of absence. As a result, the stock plunged today before rallying back to close down just over 2 percent. But this should cheer everyone up. Apple has just announced their Q1 2011 (their holiday quarter) earnings — and as many anticipated, they're massive.

How massive? Well, coming off its best quarter ever in terms of revenue ($20.34 billion in Q4), Apple was projecting $23 billion in revenue for the quarter. The Street, meanwhile, recognizing that Apple always lowballs these numbers, thought revenue would be more like $24.38 billion. The actual number? $26.74 billion.

COMCAST AND GE RECEIVE REGULATORY CLEARANCE FOR
NBC UNIVERSAL TRANSACTION

PHILADELPHIA, PA, AND FAIRFIELD, CT – January 18, 2011 – Comcast (Nasdaq: CMCSA, CMCSK) and General Electric (NYSE: GE) announced today that they have received regulatory clearance from the Federal Communications Commission (FCC) and the Department of Justice for the joint venture that will consist of the NBC Universal businesses and Comcast's cable networks, regional sports networks and certain digital properties. The joint venture will be 51 percent owned by Comcast, 49 percent owned by GE and managed by Comcast. The transaction is expected to be completed by the end of January.

"We are grateful for the leadership of FCC Chairman Julius Genachowski, Assistant Attorney General Christine Varney, the other FCC Commissioners and their staffs for the months of hard work that went into reviewing an unprecedented number of documents and public comments."

"The NBC Universal joint venture will be well positioned to compete, innovate, and bring new choices to consumers," Mr. Roberts continued. "Our original vision for the combination remains intact so that consumers will benefit, and our competitors will be treated fairly. We are pleased that many of the voluntary commitments we proposed beginning the day the transaction was announced and continuing throughout the process have been incorporated into the FCC's Order."

Under the terms of the transaction, GE will contribute to the joint venture NBC Universal's businesses, including its cable networks, filmed entertainment, televised entertainment, theme parks and unconsolidated investments. Comcast will contribute its cable networks, including E!, Versus and the Golf Channel, its regional sports networks and certain digital media properties, and make a payment to GE subject to certain adjustments based on various events between signing and closing.

GE Chairman and CEO Jeff Immelt said, "NBCU has been a great business for GE over the past 20 years, generating an average annual return of 11 percent. Reducing our ownership stake from 80 percent to 49 percent allows GE to continue sharing in NBCU's growth while also providing significant cash to invest in our high-technology infrastructure businesses, growing an attractive dividend, and continuing our buyback program. This transaction will have generated approximately $8 billion of cash at closing with an expected small after-tax gain. We are confident the NBCU team will continue to be in good hands under Brian Roberts, Steve Burke and the Comcast team's leadership."

Car Battery Makers, Johnson Controls, Building A $150 Million Recycling Plant In South Carolina

Automotive parts and batteris manufacturer, Johnson Controls Inc., broke ground on a new, battery recycling plant in Florence, South Carolina, today. Local and national environmental groups there reached consensus with the company on air emissions standards in August 2010, allowing the company to embark on its plans to build a $150 million facility, taking up about 36 acres of a 270-acre property there.

The permits represent the first in about twenty years given to "a new, fully integrated battery recycling facility in the United States," multiple spokespersons from Johnson Controls have noted.

The battery recycling center news follows Johnson Controls' introduction (at the Detroit auto show earlier this month) of a new lithium-ion battery for electric and hybrid vehicles, which was manufactured in Holland, Michigan.

Johnson controls is producing the lithium-ion batteries, domestically, with French partner Saft. Ford agreed to buy the made-in-Michigan batteries for use in their electric and hybrid vehicles.

A $299.2 million grant in 2009 through the federal American Recovery and Reinvestment Act incentivized Johnson Controls to build its domestic factories that namely produce nickel-cobalt-metal battery cells and packs, and battery separators (with partner Entek) for hybrid and electric vehicles.

Johnson Controls' battery recycling business in South Carolina was not subsidised by the same, federal stimulus grants, however. Of the $2.4 billion spent on the program to "accelerate the manufacturing and deployment of the next generation of US batteries and electric vehicles," just $9.5 million went to a recycling business, TOXCO Inc. in Anaheim, California.

Microsoft Now Hawking Windows Phone 7 On Groupon

I'm almost rooting for Windows Phone 7. I mean despite positive reviews from critics the phone has apparently had a hard time catching on, most recently suffering through reports that it was less popular than Windows 98 in terms of traffic referrals. WP 7 has been on the market for around three months and while execs are still not talking sales numbers, it doesn't seem likely it will catch up to iOS and Android anytime soon.

Maybe that's why the Microsoft store in Oak Brook, Illinois has decided to offer a 51% discount on the Samsung Focus and/or the HTC HD7 Windows phone through Groupon? True, Groupons are primarily lead generational and great for business in some cases. But, with 50% of  revenue here going back to Groupon, I can't imagine this is something we'd see a mobile market leader like Apple or Google resorting to.

Most telling detail? It took until around 12:30 pm CST to sell enough (20) to clear the deal. Let's hope this doesn't go the way of the Kin.

Sorry, HP. The ruthless Internet just ruined your February 9th event with a set of webOS tablet pics and a whole bunch of info. But you know what? It might be for the best. I'm at least interested now.

It's kind of hard to write this up without drawing the iPad comparison. Not only do the renders physically like the current iPad — sans the home button at least — but the specs line up with what most assume are going to be on the next iPad build. There's a set of speakers, front facing camera, and a micro-USB port, which will no doubt handle the charging and file transfer duties. But the one place where this tablet sets itself apart is where it counts most: The OS.

The district attorney in New Jersey, Paul Fishman, has filed one charge of fraud and one charge of conspiracy to access a computer without authorization against two men. The men are Daniel Splitter and Andrew Auernheimer.

2 million fish found dead in Maryland

(CNN) -- Authorities in Maryland are investigating the deaths of about 2 million fish in Chesapeake Bay.
"Natural causes appear to be the reason," the Maryland Department of the Environment said in a news release. "Cold water stress exacerbated by a large population of the affected species (juvenile spot fish) appears to be the cause of the kill."
The investigation comes days after the deaths of an estimated 100,000 fish in northwest Arkansas. Authorities suspect disease was to blame there, a state spokesman said.
In Maryland, preliminary tests showed water quality to be acceptable, officials said.
"The affected fish are almost exclusively juvenile spot fish, 3 to 6 inches in length," the Maryland department said. A recent survey "showed a very strong population of spot in the bay this year. An increased juvenile population and limited deep water habitat would likely compound the effects of cold water stress."
Large winter kills of spot fish have occurred at least twice before in the state, in 1976 and 1980, the department said.

The Palin Patch-Hats off to President Obama for what the New York

Hats off to President Obama for what the New York Times reports this morning is a reversal of course by which the administration will drop the use of a regulation to cover under Obamacare end-of-life planning that the Congress had specifically declined to provide via the legislative process. One could call it the “Palin Patch,” after the former governor of Alaska, Sarah Palin, whose warning that this kind of planning, when funded by the government, could lead to what amount to “death panels.”

It happens that we are not against end-of-life planning. We will never forget, as one of our own parents lay near death, facing a question in respect of treatment where we suddenly realized we didn’t know what was permissible. We raced out of the hospital to a portico where we could use a cell phone and reached a rabbi (he happened to be at a wedding several states inland), who told us that the sages had long since reasoned out the correct course and that it was clear. Having had that counsel was a great relief and having been able to have it in advance would have been better.

It also happens , however, that we share Mrs. Palin’s concern, particularly when the counseling is coming from doctors rather than sages. Covering such counseling via a government program that is also paying for the medical treatment seems all too likely to lead to the kind of death panels of which Mrs. Palin warned, which is no doubt why congress took the funding out of the Obamacare bill in the first place. Better to leave such matters, which involve the nexus of medicine and religion and ethics, in private hands.

That wasn’t what moved the Obama administration to make the Palin patch. According to the Times report — in a story by Robert Pear, who also broke the story of administration’s attempt to sneak end-of-life counseling into use by regulation after Congress had refused to do it by legislation — the administration had come to recognize the procedural error and “political concerns were also a factor.”

It is true that some details of government action can be handled by regulation. But it is constitutional bedrock that money can’t be spent by the government but “in consequence of appropriations made by law.” The clause is right in Article 1, Section 9, which lists what the government is just prohibited from doing. All other questions aside, it is clear that this was an attempt to draw on funds not only that Congress didn’t appropriate but that the government doesn’t have. The episode is a valuable lesson of the need for vigilance.

Oil spill report: Catastrophe was avoidable

(CNN) -- "Systemic" problems caused the Deepwater Horizon blowout and subsequent oil spill and only "significant reform" will prevent another, President Barack Obama's commission studying the disaster says in its soon-to-be-released report.

The National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling on Wednesday released a chapter of the report that it says contains the key findings. The report is to be released in full on Tuesday.

"The Macondo blowout was the product of several individual missteps and oversights by BP, Halliburton, and Transocean, which government regulators lacked the authority, the necessary resources, and the technical expertise to prevent," the report says.

"The blowout was not the product of a series of aberrational decisions made by rogue industry or government officials that could not have been anticipated or expected to occur again. Rather, the root causes are systemic and, absent significant reform in both industry practices and government policies, might well recur."

An April 20 explosion on the Deepwater Horizon rig in the Gulf of Mexico killed 11 men and injured 17 working on the rig, launching the worst oil spill in U.S. history. The Macondo well spewed crude into the gulf for three months before the wellhead was successfully capped.

But nearly 5 million barrels of crude oil -- more than 200 million gallons -- spilled into the salt waters, washing up onto beaches and penetrating fragile marshes. Birds and other animals were coated in an oily sheen.

The report cites numerous problems:

-- Inadequate risk management.

-- A flawed design for the cement slurry used to seal the bottom of the well.

-- A "negative pressure test" that was incorrectly judged a success.

-- Flawed procedures for securing the well.

-- Inattention to signals of an impending blowout.

-- An ineffective response to the blowout itself.

"Whether purposeful or not, many of the decisions that BP, Halliburton, and Transocean made that increased the risk of the Macondo blowout clearly saved those companies significant time (and money)," the report says.

The Deepwater Horizon rig was owned by Transocean and leased to BP. Halliburton was installing the cement casing for the drill operations.

BP spokesman Robert Sholars said the oil giant "has cooperated fully with the commission's investigation," stressing "that the accident was the result of multiple causes, involving multiple companies."

"BP is working with regulators and the industry to ensure that the lessons learned from Macondo lead to improvements in operations and contractor services in deepwater drilling," Sholars said.

The U.S. Department of the Interior said it, too, was already implementing reforms.

"The agency has taken unprecedented steps and will continue to make the changes necessary to restore the American people's confidence in the safety and environmental soundness of oil and gas drilling and production on the Outer Continental Shelf, while balancing our nation's important energy needs," spokeswoman Kendra Barkoff said.

Barkoff referred reporters to an Interior Department Web page detailing changes in regulations and procedures already made or in process.

The commission's report also concluded that the catastrophe could have been avoided.

"The commission's findings only compound our sense of tragedy because we know now that the blowout of the Macondo well was avoidable," said commission co-chairman Bob Graham. "This disaster likely would not have happened had the companies involved been guided by an unrelenting commitment to safety first. And it likely would not have happened if the responsible governmental regulators had the capacity and will to demand world class safety standards."

Better management would have prevented the incident, but the management problems are not confined to a one company, Graham's co-chairman, William K. Reilly, said.

"A key question posed from the outset by this tragedy is: Do we have a single company, BP, that blundered with fatal consequences, or a more pervasive problem of a complacent industry?" asked Reilly. "Given the documented failings of both Transocean and Halliburton, both of which serve the off-shore industry in virtually every ocean, I reluctantly conclude we have a system-wide problem."

Turkish Air passengers foil attack

Istanbul, Turkey (CNN) -- A man claiming to have a bomb tried to enter the cockpit of a Turkish Airlines plane about to land in Istanbul, Turkey, but was tackled by passengers and taken into custody, Turkish media reported Wednesday.

The man, identified as 40-year-old Cuma Yasar, was wearing a snowmask as he approached the cockpit during the descent of the Boeing 737-800 from Oslo, Norway, into Ataturk International Airport, the state news agency Anadolu said.

He threatened to blow up a bomb he said he was holding, and urged the captain to fly back to Oslo, the news agency reported.

But passengers F1rat Faysal Ali and Dag Gjerstad tackled the man, the agency reported. Airport police took him into custody after the plane landed but found no explosives on him, it said.

But they did find an identification card for the handicapped on Yasar, who suffers a mental illness, it added.

Airport operations were not disrupted, an operations supervisor at the airport told CNN.

Retracted autism study 'elaborate fraud'

(CNN) -- A now-retracted British study that linked autism to childhood vaccines was an "elaborate fraud" that has done long-lasting damage to public health, a leading medical publication reported Wednesday.

An investigation published by the British medical journal BMJ concludes the study's author, Dr. Andrew Wakefield, misrepresented or altered the medical histories of all 12 of the patients whose cases formed the basis of the 1998 study -- and that there was "no doubt" Wakefield was responsible.

"It's one thing to have a bad study, a study full of error, and for the authors then to admit that they made errors," Fiona Godlee, BMJ's editor-in-chief, told CNN. "But in this case, we have a very different picture of what seems to be a deliberate attempt to create an impression that there was a link by falsifying the data."

Britain stripped Wakefield of his medical license in May 2010. Efforts to reach him for comment were unsuccessful Wednesday.

"Meanwhile, the damage to public health continues, fueled by unbalanced media reporting and an ineffective response from government, researchers, journals and the medical profession," BMJ states.

The now-discredited paper panicked many parents and led to a sharp drop in the number of children getting the vaccine that prevents measles, mumps and rubella. Vaccination rates dropped sharply in Britain after its publication, falling as low as 80 percent by 2004. Measles cases have gone up sharply in the ensuing years.

In the United States, more cases of measles were reported in 2008 than in any other year since 1997, according to the Centers for Disease Control and Prevention. More than 90 percent of those infected had not been vaccinated or their vaccination status was unknown, the CDC reported.

"But perhaps as important as the scare's effect on infectious disease is the energy, emotion and money that have been diverted away from efforts to understand the real causes of autism and how to help children and families who live with it," the BMJ editorial states.

Wakefield has been unable to reproduce his results in the face of criticism, and other researchers have been unable to match them. Most of his co-authors withdrew their names from the study in 2004 after learning he had had been paid by a law firm that intended to sue vaccine manufacturers -- a serious conflict of interest he failed to disclose. After years on controversy, the Lancet, the prestigious journal that originally published the research, retracted Wakefield's paper last February.

The series of articles launched Wednesday are investigative journalism, not results of a clinical study. The writer, Brian Deer, said Wakefield "chiseled" the data before him, "falsifying medical histories of children and essentially concocting a picture, which was the picture he was contracted to find by lawyers hoping to sue vaccine manufacturers and to create a vaccine scare."

According to BMJ, Wakefield received more than 435,000 pounds ($674,000) from the lawyers. Godlee said the study shows that of the 12 cases Wakefield examined in his paper, five showed developmental problems before receiving the MMR vaccine and three never had autism.

"It's always hard to explain fraud and where it affects people to lie in science," Godlee said. "But it does seem a financial motive was underlying this, both in terms of payments by lawyers and through legal aid grants that he received but also through financial schemes that he hoped would benefit him through diagnostic and other tests for autism and MMR-related issues."

Dr. Max Wiznitzer, a pediatric neurologist at Rainbow Babies & Children's Hospital in Cleveland, said the reporting "represents Wakefield as a person where the ends justified the means." But he said the latest news may have little effect on those families who still blame vaccines for their children's conditions.

"Unfortunately, his core group of supporters is not going to let the facts dissuade their beliefs that MMR causes autism," Wiznitzer said. "They need to be open-minded and examine the information as everybody else."

Wakefield's defenders include David Kirby, a journalist who has written extensively on autism. He told CNN that Wakefield not only has denied falsifying data, he has said he had no way to do so.

"I have known him for a number of years. He does not strike me as a charlatan or a liar," Kirby said. If the BMJ allegations are true, then Wakefield "did a terrible thing" -- but he added, "I personally find it hard to believe that he did that."

French Embassy in Mali attacked

(CNN) -- Police in Mali are trying to determine whether the suspect in an attack on the French Embassy is connected with al Qaeda, an Africable TV journalist told CNN Wednesday, adding that police are still investigating a possible motive.

Journalist Sekou Bangara said papers obtained by authorities show the suspect was born in 1986, making him 24- or 25- years old. But, he said, police don't know whether the papers are authentic. Previous reports indicated the suspect was 40.

Police told Bangara the suspect first fired a pistol into the compound of the French Embassy in Bamako, the capital. Shots were fired at about 6 p.m. (1 p.m. ET), Bangara reported. The suspect then threw the grenade. A Malian guard at the embassy was wounded, but his injuries were not thought to be life-threatening,

Police said the suspect acted alone and was captured quickly. He told police he was Tunisian and entered Tunisia in recent days, Bangara said. Investigators are examining a hotel room in the capital where they believe the man had been staying since arriving in Mali.

Bangara said that blackened walls from the grenade explosion and bullet holes in the walls are visible at the French Embassy. There has been no response to media inquiries, but a media briefing is expected Thursday morning.

Mali is a landlocked nation in West Africa.

Mbeki: Vote marks new start for Sudan

Khartoum, Sudan (CNN) -- Former South African President Thabo Mbeki Wednesday predicted a peaceful outcome if residents of Southern Sudan vote for independence in the election beginning Sunday.

Speaking in front of politicians, diplomats, academics and students at Khartoum's Friendship Hall, Mbeki played down fears that the possible secession of Southern Sudan would lead to an outbreak of violence.

"If the people of South Sudan vote for separation, there will be no war since the peace brought about by the (Comprehensive Peace Agreement) will be sustained," said Mbeki, who is currently serving as the chairman of the African Union High Level Implementation Panel on Sudan.

The Comprehensive Peace Agreement was signed in January, 2005, and ended decades of war between north and south Sudan.

The referendum, which begins January 9, will decide the question of whether the south will become independent, or remain part of a united Sudan.

"We are equally happy to inform this important gathering that both the government of Sudan and the SPLM (Sudan's Peoples Liberation Movement) have made the solemn and vitally important commitment that should the people of South Sudan vote for secession, they will work to ensure the emergence of peaceful coexistence of two viable states," Mbeki said.

"It also means that the two governments will take the necessary measures to ensure that southerner residents in the north and northerners in the south are not adversely affected by the separation," he explained. "This means that nobody will be rendered stateless."

The former South African president also said that unresolved issues between the north and south -- such as the futures of the district of Abyei, the regions of Blue Nile state and South Kordofan state, as well as the demarcation of the North-South border -- would be addressed.

All three regions will hold "popular consultations" on whether to remain as part of the north or join the south, Mbeki said.

Turning to Darfur, Mbeki said that the outcome of the current peace negotiations in Doha, Qatar, between the Sudanese government and Darfur rebel groups will "be submitted to an inclusive process which will take place in Darfur to give the people in this region the opportunity to help to determine their future."

Those talks "will address all the necessary issues such as power and wealth sharing, compensation and development, justice and reconciliation and the place of Darfur within the larger Sudanese polity," Mbeki said.

The war in Darfur, which has been described by the U.S. Congress as "genocide," has led to the death of more than 300,000 people due to violence, malnutrition and disease. Sudanese President Omar al-Bashir is the subject of an arrest warrant by the International Criminal Court on allegations of war crimes and crimes against humanity in Darfur.

Reflecting on the significance of current events in Sudan, Mbeki described it as "a decisive moment for Sudan in the context of its role and place in Africa."

"As it makes its new start, Sudan has the possibility to convey important lessons to the rest of our continent... about how to construct successful societies and states based on true respect for the rich diversity characteristic of many African countries."

WikiLeaks: Assange lateness warning

(CNN) -- Police have issued a warning to WikiLeaks founder Julian Assange after he showed up late for his court-ordered daily check-in with British authorities while on bail.

"Julian Assange has been given a verbal warning after reporting for bail outside the agreed time," the Norfolk Constabulary told CNN. "He has been reminded he could be arrested should it happen again."

Assange's website, which facilitates the leaking of secret information, has released hundreds of thousands of pages of U.S. military and diplomatic documents over the past eight months. Prosecutors in Sweden want him for questioning in connection with sexual misconduct allegations unrelated to WikiLeaks.

Assange has denied the allegations, and is free on 200,000 pounds ($310,000) bail while he fights extradition. He must stay at the mansion of a supporter outside London, report to police between 2 and 5 p.m. daily, and wear an electronic tag to monitor his location.

Netherlands: Fire sparks chemical alert

(CNN) -- A chemical factory in the Netherlands caught fire Wednesday, sparking concern about the possibility of toxic smoke, a volunteer firefighter said.

The factory is "completely on fire" in Moerdijk, a town of about 2,000 north of Antwerp, the firefighter said.

About 125 firefighters were battling the blaze, which started around 2:30 p.m., he said. No injuries have been reported.

Authorities have asked people to stay indoors amid concerns about the possibility of toxic smoke.

Some of that smoke is drifting toward the nearby town of Dordrecht, which has about 20,000 residents, he said. Several thousand others live in nearby villages.

Radical cleric al-Sadr returns to Iraq

Baghdad (CNN) -- Radical Iraqi cleric Muqtada al-Sadr has returned to the country after more than three years in Iran, according to Iraqi state television and websites maintained by al-Sadr's followers.

The Shiite cleric has been in Iran since early 2007, apart from a public appearance in Iraq in May 2007.

He has been studying in the Iranian city of Qom to become an ayatollah, the title given to high-ranking Shiite Muslim religious scholars.

Al-Sadr commanded one of Iraq's most formidable private armies after the fall of Saddam Hussein, which contributed to violence and instability in the country for several years.

His political bloc has now joined forces with a former rival, Prime Minister Nuri al-Maliki.

The Sadr movement emerged as one of the kingmakers in Iraqi politics in March, when it won 39 parliamentary seats. The bloc's support played a major role in al-Maliki getting his second term in office.

Governor's guard 'had extremist views'

Islamabad, Pakistan (CNN) -- A security guard accused of assassinating the governor of Pakistan's Punjab province was banned five months ago by a provincial police official from providing security detail to VIP personnel, authorities said Wednesday.

The director inspector general of Punjab Police labeled the guard as having extremist views and determined it was unsafe for him to guard important officials, the Pakistani president's Special Political Adviser Faisal Raza Abidi told CNN.

Despite the assessment, the Punjab Police employed Malik Mumtaz Hussain Qadri for security this week.

He is accused of killing Gov. Salman Taseer on Tuesday, apparently because the governor spoke out against the country's controversial blasphemy law.

Taseer was buried on Wednesday. He had been governor of Punjab province since May 2008.

The warning signs go back even further, said Rana Shahid Pervez, senior police official in Rawalpindi.

Pakistani Intelligence agencies warned officials in 2004 not to use Qadri after they uncovered connections between him and the religious group Dawat e Islami -- a Sunni group that claims it has a closer connection to the Prophet Mohammed than other Muslims.

Pervez said Qadri came from an area of Rawalpindi called Sadiq Abad, adjacent to the capital of Islamabad. He came from a poor family and his father is a common laborer who built homes.

Qadri joined the police force in 2002, and he was selected for the "elite force course" in 2008, four years after the warning from intelligence agencies, Pervez said.

Qadri was one of 468 elite force guards in the Rawalpindi Police, which randomly assigns them as escorts to VIPs and officials like Taseer.

Qadri was assigned to the governor on Tuesday and had been his security guard many times before the shooting, according to Pervez, who disputed the link to Dawat e Islami.

Qadri "killed the governor totally from his own beliefs regarding Mohammed, and no group was behind him," Pervez said.

The shooting occurred at a market in Islamabad.

Qadri confessed to assassinating Taseer because "he did blasphemy of the Prophet Mohammed," Naeem Iqbal, spokesman for Islamabad police, said Tuesday. Qadri told police Taseer had described the blasphemy law as "the black laws."

The blasphemy law makes it a crime punishable by death to insult Islam, the Quran or the Prophet Mohammed.

After the shooting, Qadri immediately surrendered to authorities, the Associated Press of Pakistan reported, citing Malik.

Taseer was leaving the market when he was shot. The APP said he had lunch with a friend at a cafe in the market. Earlier, Iqbal had said Taseer had gone into the market to make some purchases. He was taken to a hospital following the shooting, but died, apparently from blood loss, officials said.

However, Dr. Sharif Astori, spokesman for Poly Clinic Hospital, told CNN Taseer was "already dead when he was brought into the hospital."

Astori said doctors accounted for 26 bullets in his body. Most of the fatal wounds were to his chest, face, neck and legs, he said. Some of the bullets passed completely through his body.

A spotlight was put on Pakistan's controversial blasphemy law in November when a Christian woman, Asia Bibi of Punjab province, was sentenced to death for blasphemy. A court found the 45-year-old woman guilty of defiling the name of the Prophet Mohammed during a 2009 argument with fellow Muslim field workers.

An investigation by a Pakistani government ministry found the charges against Bibi stemmed from "religious and personal enmity" and recommended her release. The government also said it would review the law.

Taseer said he would like to see the law "changed in such a way that it just basically says, if you insult any prophet, no matter who he is, that's a criminal offense, but certainly not punishable by death."

Reaction to Taseer's death was swift.

Prime Minister Syed Yusuf Raza Gilani said in a statement he "strongly condemned" the incident. The Pakistan People's Party, the nation's ruling party, said it would observe two weeks of mourning over Taseer's death, according to GEO TV.

"I am shocked to hear of the assassination of Salman Taseer," British Foreign Secretary William Hague said in a statement. "His death will be a loss to the leadership of Pakistan."

Envoy: Gbagbo to lift military blockade

(CNN) -- The self-proclaimed president of Ivory Coast has agreed to remove a military blockade around his winning rival's headquarters, an envoy mediating the standoff said Wednesday.

The move by Laurent Gbagbo comes after talks with African mediators this week to break the political standoff that has left Gbagbo clinging to power despite international pressure for him to step down.

Gbagbo appeared to be softening his stance, said Kenyan Prime Minister Raila Odinga, and has agreed to lift the military blockade surrounding the temporary headquarters of Alassane Ouattara, the president-elect.

"The information I have is that he will lift the blockade," said Odinga, the African Union envoy for the mediation effort. "He called the head of the military in our presence and asked him to lift the embargo, and I'm assuming that has happened."

It was unclear early Wednesday whether the military presence had been removed around the Golf Hotel, where Ouattara is holed up protected by United Nations peacekeepers.

Odinga, who visited Abidjan earlier this week with a delegation representing West African states, said Gbagbo was open to a meeting with the president-elect.

"He (Gbagbo) does not want any conditions," Odinga said. "He wants amnesty, he wants to know he's safe if he chooses to stay. These are things that have to be discussed face-to-face."

In short, Odinga said, the disputed president is willing to negotiate unconditionally.

"But Ouattara is not willing to negotiate unless Gbagbo accepts that he's president," Odinga said. "Ouattara is being difficult."

Ouattara has said he will ensure a dignified exit for Gbagbo if he concedes, Odinga said.

Major organizations, including the Economic Community of West African States and the African Union, have declared Ouattara the winner of the November 28 presidential runoff vote.

Gbagbo, the incumbent, considers himself the rightful winner, and has not budged amid international calls for him to step down.

Violence following Gbagbo's refusal to vacate office has left more than 170 people dead in the world's leading cocoa producer.

West African states will oust Gbagbo using military force if the standoff continues, Odinga said.

"We made it very clear that the stand of the African Union and ECOWAS is that Ouattara is the legitimate president," he said. "And in the absence of a peaceful settlement, military action will be pursued."

Odinga, who was named prime minister after an election dispute led to the formation of a coalition government in Kenya, said power-sharing will not be an option for the West African nation.

"It is dangerous," Odinga said. "It was replicated in Kenya and Zimbabwe, and set a dangerous precedence ... because it tells losers that they can cling to power in the hopes that a power-sharing will be worked out."

A coalition government is not "a healthy process," he said.

"Losers must agree to surrender power."

The U.S. will not consider a power- sharing agreement because the outcome of the election was clear, State Department spokesman P.J. Crowley said.

"No one disputes the results of the election besides President Gbagbo," Crowley said at a news briefing Tuesday. "And we believe that for the future of democracy in Cote d'Ivoire and West Africa that he should step down. And that is why we continue to support diplomatic efforts to resolve that with the peaceful transfer of power to Mr. Ouattara."

Cote d'Ivoire is the French name for Ivory Coast, a former French colony.

Gbagbo has demanded a recount, which mediators have said is not an option because the election documents have been in the custody of his supporters.

Mediators will return to Ivory Coast in the near future, but a date has not been set, Odinga said.

Groups: S. Sudan resources strained

(CNN) -- An influx of people returning home to vote in Southern Sudan is straining communities suffering from lack of food and water in the remote region, aid groups said Wednesday.

Hundreds of thousands have returned to the region since a 2005 peace agreement that ended a civil war between Sudan's north and south.

In the past three months, about 106,000 have returned from the north, the International Rescue Committee said in a statement.

The returnees are coming to a region already facing dire shortages of food, water, health care and sanitation, the International Rescue Committee said.

Nine of 10 people in the region live on less than $1 a day, and one in seven women who become pregnant die from complications, according to the United Nations.

The region is the size of Texas, but has only 30 miles of paved roads.

"We have an unfolding humanitarian crisis, layered on top of an existing and forsaken one," said Susan Purdin, the International Rescue Committee's director in Southern Sudan. "And then there's the potential for mass displacement, an upsurge in political and ethnic violence, and a larger-scale humanitarian emergency."

Most of the returnees have no money and are camping in makeshift centers, the aid group said.

"These regions are struggling to recover from the last war," Purdin said. "They lack basic services, food, infrastructure, and the means to protect their civilians, and have little capacity to absorb returnees or displaced populations given the already bleak conditions."

The returnees are also facing security threats; violence in the region has forced more than 220,000 from their homes in the past year, according to the International Rescue Committee.

Various aid agencies, including the United Nations, are putting up emergency plans to take care of the residents before and after the referendum, the International Rescue Committee said.

"Amid all the international debate about various scenarios and the referendum's outcome, there has been a stunning lack of attention to the current and long-term protection and humanitarian needs of vulnerable civilians," Purdin said.

Protecting civilians, especially women and girls, and funding the impoverished region remain top priorities, the International Rescue Committee said.

The fighting that raged from 1983 to 2005 pitted black Africans in the south who follow Christianity or traditional African religions against a northern government dominated by Arab Muslims. The conflict led to the deaths of 2 million people, many from starvation.

Both sides signed a peace deal in January 2005 that ended the civil war and gave the south autonomy. The referendum Sunday, which has sparked fears of renewed violence, is part of the peace agreement. It will determine whether Southern Sudan will become an independent state.

Moderate earthquake hits southern Iran

(CNN) -- A moderate earthquake rattled southern Iran Wednesday morning, the U.S. Geological Survey reported.

The epicenter of the magnitude 5.4 quake was about 615 kilometers (380 miles) south of the capital, Tehran, or 95 kilometers (59 miles) northwest of Shiraz.

There were no immediate reports of damage, but residents in Shiraz said it shook the floor of homes in the area and lasted about three seconds.

Iran lies on a series of seismic fault lines and experiences earthquakes almost daily, and at times, they have had devastating consequences, such as the quake in the city of Bam that killed 30,000 people in 2003.
